Freedom to Report and the successful campaign by an Editor of the Observer.

It is interesting that the Public Services Ombudsman for Wales is looking into reports on this website which has published draft minutes of Manorbier Community Council meetings and that the content of the website are alleged to be both critical of the council and its members and has brought the council and its councillors into disrepute.

We must never forget that it was the editor of a local paper the Observer, in the nearby seaside town of Tenby who was successful in his campaign, that led to the enactment of the Admission of the Press to report Meetings Bill in 1908.

In the absence of the press and the coming of the Internet it should be welcomed that the local populace can be kept fully informed of minutes produced at meetings. The accurate record by an independent employee who should be free of interference from elected or co-opted members is surely a true record of the meeting.

In the democracy that it is alleged we live in, it must surely be a right for the residents who finance the community council and its goings on to be given a chance to inspect / view the minutes.

It was reported in the Western Telegraph on the 12th August 2009 that Councillor Calver is being investigated by the Public Services Ombudsman for Wales for publishing on this website alleged details of confidential draft minutes of Manorbier Community Council meetings. This may be considered as a breach of the Code of Conduct and the content of the website are alleged to be both critical and derogatory towards the council and its members. Cllr Hughes, the Council chairperson, took the unprecedented step of insisting that he read out a communication that had been received by the Clerk and proper officer Mrs M. Hughes.

This website has published here only the information that is in the public domain and has withheld certain information printed in the Western Telegraph which as far as it is aware is still both private and confidential as it was not in the information given to the Council meeting of the 3rd August 2009. This website has decided it would not repeat at this stage what was fully reported in the Western Telegraph as it has no method of researching how this information from the Ombudsman was obtained and published by the newspaper.

As Councillor Hughes had, for his own reasons, decided to read out this particular letter, one can only ask just how many other letters received by the Clerk and/or the Chairman have been withheld be they from the Ombudsman or anybody else. It would seem that some letters that should receive a reply by the council could be within the suppressed items.

The potential breach of the Code of Conduct outlined above seems to have perturbed the very well known website www.oldgrumpy.co.uk that shines a light into dark corners.
