Correspondence Received regarding Mr Thomas letter to Community Council

No reply had been received from Pembrokeshire County Council regarding the partial demolition of the toilet block in the village and the surrounding reinstatement. The statement from them that the damaged section of wall near the recreation area in the village was rebuilt with the best stones they could provide provoked criticism from Councillor Calver as that all that was required was to rebuild the wall using the material that fell out of the wall. This would have been more cost effective than removing the original stones and then replacing them with unsuitable replacements. This was another waste of council taxpayers money by Pembrokeshire County Council. Councillor Calver reiterated the points he raised at the last meeting regarding the fact that the stonemasons that had been trained by SPARC, now PLANED, did not now appear to be carrying out these works.

Pembrokeshire County Council advised the Community Council that the bus shelter in the village was cleaned once a week. This amazed the councillors as no councillor could recollect ever seeing personnel from Pembrokeshire County Council cleaning the shelter. This prompted the decision for a letter to be written querying this point and also asking for the bus shelter to be painted - as Councillor Calver stated that the last time he could remember it being painted was just before the County Council elections.

Village Questionnaire

On the question of the village questionnaire both Councillor Morgan and Councillor Calver again raised their concerns that Mr Allison had determined the questions and both did not accept his reasons for not changing the wording of the questions.

Tourism Growth Area

Councillor Calver informed the meeting that he was unable to attend the meeting held in Tenby because he had been informed of the meeting by the clerk at an exceptionally late point however he stated he would report on the points raised and decisions made at future meetings.

Site Meeting at Celtic Haven, Lydstep

The site meeting held in Lydstep, regarding the planning application by Celtic Haven, had been abandoned after thirty minutes because of the failure by Mr J Griffiths of the Pembrokeshire Coast National Park Authority to attend. A new meeting was arranged for Wednesday 4th December at 9.30am. Councillor Calver was concerned that the place chosen by the National Park Authority for the meeting was too far away from the complex and that it was located on a dangerous stretch of road. He felt it was unfair to expect both Councillors and members of the public to walk to the location and wondered why Mr Griffiths had insisted that this spot had been chosen as the meeting place.

Horses tied to War Memorial Railings

A member of the public informed the Council that horses were being tethered to the War memorial railings so that they could be groomed. Councillor Davies proposed that a letter be sent to the owner concerned in regard to this matter asking her to stop this practice, as its was not an appropriate place for horses to be tethered.

Manor Crescent Junction

Mr W B Davies from Pembrokeshire County Council informed the council that he could not justify traffic calming measures to the main road by the Manor Crescent junction, as there had been no reported accidents in the area. This statement amazed Councillor Calver, as it seemed now that it was necessary for someone to be injured or killed, on what we as Councillors consider being a dangerous bend, before the Pembrokeshire County Council employees will rectify the situation. He proposed that a letter be sent to Mr Davies outlining this point and suggesting that a new anti-skid surface be included in the works that have to be carried out this year in addition to the rectification works necessary following the Pembrokeshire County Councils failure to provide surface water drainage in the area when resurfacing the road last year.

Community Council meeting with the Army and RAF

A letter was received from Peter Sinclair from the RAF regarding his attendance at a Council meeting. He suggested that potential house buyers interested in moving into Manorbier should be made more aware of the noise in the village produced by the Army and RAF operations before they purchase properties in the area, suggesting that solicitors should include this in their conveyancing searches. He also suggested that it could be a benefit to tourism in the area as some people might enjoy seeing the planes. Councillor Calver suggested that he had heard many suggestions from the quango tourism officials regarding niche marketing, but this is the best one he has heard to date but he would not think there would be many takers for his tourism suggestion.

Satellite Dishes

Sue Essex, the Labour Minister for the Environment in the WAG (Welsh Assembly Government) had replied to the Council regarding the necessity for planning permission for satellite dishes with the normal justification quoting various pieces of legislation. This did not satisfy Councillor Calver who had raised the issue. No resident should have to go through the process of applying to the government regarding means of access for the best or any method of communication and certainly should not have to pay for the privilege. Councillor Morgan intimated that the only method that Council would have to ensure a say in relation to this matter would be to request that they be allowed on any consultation list to be utilised regarding this issue.

Jameston to Manorbier School footpath

Nicholas Ainger Westminster MP would be available to attend a meeting regarding the footpath and a provisional date was arranged for 6th January 2003. Councillor Mrs Davies, who is a teaching assistant at the school, and Ms Beynon said that the meeting should not be just about this stretch of road as it was used very little compared with the amount of children using the road from the Skrinkle estate. Councillor Calver reminded the council that the volume and speed of traffic on the village roads could not be compared with that of the Jameston to Lydstep road and if the police and Pembrokeshire County Council would not give support to a footpath on this section there was no chance for the quieter roads to be provided with the same safety measure.

An e-mail was received from Ms Asby from PLANED, formally SPARC, querying the report of last months meeting on the www.manorbier.com website. It was proposed that a letter should be sent to Ms Asby pointing out that if she has any points to raise regarding the website reports she should contact the website direct.

Ms Gwyther Labour WAG Member

Ms Gwyther had advised the council that after her visit to the estate she would be pressing Pembrokeshire County Council to provide dropped kerbs to Hounsel Avenue. Councillor Calver felt that Ms Gwyther had missed the point regarding her involvement as she had been contacted for her assistance in the provision of Welsh Office funds for the project, as the lack of such moneys was the reason that no works were carried out to this section of the estate.

Planning Applications

An application for the removal of planning restrictions at Lydstep Cottage, Lydstep was supported by the council, as was the proposal for a Garden Shed, Greenhouse and Conservatory at 2 gable Cottages, Manorbier
