Community Council Meeting - Tuesday 2nd September 2003


The clerk had failed to include the non- appearance of Pembrokeshire County Council member Brian Hall at the previous meeting in the minutes. Councillor Wales was concerned as he had wanted to question Councillor Hall on many aspects of the County Council Highways policy and the failure of Councillor Hall to attend should be properly recorded. Councillor Calver pointed out the minutes have to be a true record of what had been discussed. Fellow councillors appeared to agree with this and that a more accurate report of minutes was needed.

Bus Stop at Penuel Chapel

Councillor Calver again pointed out that buses were failing to enter and leave the Penuel Chapel bus area and it had been reported to him that holiday makers had been waiting at the bus stop for a bus when the bus sailed by leaving them behind. He reported that Councillor Griffiths had highlighted this bus stop in the press as a major success story in the integrated transport system. Councillor Calver believed it was a complete failure when the buses cannot enter the bus stop to pick up passengers and any passengers approaching the bus stop have to wade through four inches of water. He also pointed out that when he had attended the planning appeal for the new hall at Penuel the planning inspector had taken into account that the lay-by would be used for the parking of cars to the two halls.

Jameston Play Area Footpath.

No response from Pembrokeshire County Council risk assessment officer to the request for his expert advice.

Application for Sex Shop at Chequers Nightclub

Councillor Wales asked the council to support the Penally Community Council in their objection to the proposed sex shop at the old Chequers Nightclub. Councillor Calver pointed out that we should not be interfering in projects out of our area and the appropriate body would deal with this. Councillor Wales felt that it should not be in a country area and when asked by Councillor Calver were he thought it should be situated he replied that it should not be in the country. Councillor Calver then asked him if it would be any better in the town to which Councillor Wales then changed his mind to suggest it should not be in Pembrokeshire. Some councillors were concerned regarding its close proximity to the army camp and the detrimental effect it would have on the impressionable young solders. Councillor Calver pointed out that we have lately had the death of an elected politician in Cardiff, who would be someone who we are supposed to look up to, after attended a massage parlour. He echoed Councillor Wales concern but felt it was the responsibility of parents to educate children as far as these matters were concerned when they were in their care. This usually resulted in children not getting into trouble during their childhood, in later life they have to make decisions for themselves.

Joint Unitary Development Plan.

A special meeting was to be called for the 16 September 2003 to discuss the plan. Councillor Morgan was pressed by other councillors who felt that it was important to discuss this item at a special meeting. County Councillor Griffiths declared an pecuniary interest in this discussion and therefore left the meeting. Councillor Morgan asked Councillor Wales to prepare a report for the meeting on the 16th September.

Celtic Haven Holiday Complex.

Councillor Meyrick again pointed out the parking of cars in this area and also the erection of signs on a dangerous bend. He also pointed out that every application on this establishment is retrospective and does not appear to be the correct application.

Payments to Clerk

It was pointed out by Councillor Calver that Manorbier Community Council clerk seemed to submit an invoice for hours worked which was far in excess than those for a position of clerk advertised for Carew Community Council which was similar in size to Manorbier and wondered why this was. Councillor Griffiths felt that the clerk claimed so many hours because the Council members talked so much.

Planning Permission for Notice Board at Jameston

The Council resolved that they would pay for the planning permission to erect a notice board in Jameston alongside Jameston Court. The clerk was unable to fill in the application form and asked Councillor Calver for assistance. Councillor Calver pointed out that he was against applying for the application as he had stated when this was discussed at the previous meetings because it was going to be situated on a dangerous bend. Councillor Meyrick and Minchin also agreed that this was an inappropriate place for a notice board. Councillor Griffiths proposed that as this was the location proposed by the Jameston Community Association we should support them although after giving it second thought she agreed with Councillor Calver that maybe it was in the wrong position. Councillor Calver wanted it recorded that he was against applying to Pembrokeshire National Park for permission as when it came back to the Community Council for approval the Council would look foolish as we would have to object to our own planning application.

Accident at Bus Stop - Skrinkle Estate

It was reported that a child was involved in an accident at the Skrinkle bus stop. Councillor Wales proposed that a letter be sent to the relevant bus company requesting that they do not stop at the bus stop. Councillor Calver felt that this stop had been used for many years without any accident and the age of the child who had been injured to which Councillor Griffiths asked what difference that made. Councillor Calver suggested it made a great difference for it to be known if the child was responsible enough to be on her/his own when going on the bus. He pointed out that only recently he was the only one who had objected when the council debated the proposal of Councillor Beynon for a bus shelter to be positioned there. He was against the proposal that the council write to the bus company to ask them to stop stopping at this position. This was due to the fact we must remember we have the benefit of a hail and ride system and therefore we must allow an individual to decide where and when to hail a bus or where they wait for a bus.

Skateboard Park

A request had been made for a skateboard park in the football field. Councillor Calver suggested that everything in the parish seems to go to one end of the village. Councillor Grifffiths said that was because nobody else had asked. She also informed the council that Pembrokeshire County Council now had a skateboard officer who was not her sort of person but she gelled with the children. Councillor Calver was amazed that with all the important demands there are on resources that the County Council has taxpayers' money to waste on a skateboard officer.
