Dispute with Councillor Morgan over accuracy of Minutes

Councillor Meyrick raised the issue of Chairperson Morgan disputing his recording of the events of the council meeting on the 16th July 2003 which came before the council on the 7th October 2003. Councillor Meyrick was late arriving at the meeting so this was his first chance to try and put a little truth into minutes of Manorbier Community Council minutes an effort that Councillor Morgan was trying to prevent.
Councillor Meyrick protested that Councillor Morgan was inferring that he was not telling the truth by erasing a section of the minutes that he had taken of the meeting. He was adamant that the section dealing with dispensations for members of Manorbier Community Association granted by Huw James, Monitoring Officer at Pembrokeshire be recorded in the minutes. Councillor Morgan again tried to deny what Councillor Meyrick was saying was the truth but after pressure from other councillors the original section would be included in the official minutes.

Council Invoices

The clerk had again failed to bring accurate figures relating to the production of the newsletter and further disclosed that in fact some advertisers had not paid for their advertisements. When challenged over this issue the clerk admitted that she did not know what to do when this situation arose. She was informed that she should bring it to the attention of the community council and it should not just be kept secret. Details of debtors were to be provided at the next meeting.

Jameston Play Area.

A letter was received from the Pembrokeshire County Council risk assessment employee over the footpath to the play area. Councillors were still confused about their responsibilities regarding this matter. Councillor Griffiths proposed that a letter be written to a Mr. Lindsey regarding his agreement for a path to be constructed on his land. She pointed out that in the past the landowner had not replied to letters from the community council on various matters.

Speed Limits in the Parish

The council resolved to write to Pembrokeshire County Council over the introduction of speed limits in the parish and the enforcing of the limits by speed cameras as proposed by Councillor Wales.

Joint Unitary Development Plan.

Councillor Griffiths declared an interest in the development plan and informed the council that she would not be taking part in discussions regarding any future housing/development discussions within the parish as she had decided that she had an interest in housing development

Safety Issues over future development at Celtic Haven

Councillor Morgan tried to prevent Councillor Calver speaking about this issue by trying to suggest he has a conflict of interest due to a dispute with the owners. Councillor Calver pointed out that his only conflict with the owners was potentially to do with their positions on outside organizations and that he felt he was entitled to speak on safety issues through the village of Jameston. Conflicts of interest did not seem to matter to Councillor Morgan when a village community association made an application to the council for funds which could affect the viability of the community association of which he was chairman. Councillor Griffiths suggested that a record be kept of the accidents in Jameston which had seemed to have increased of late and suggested that the Lydstep Community Association be asked to carry out this exercise. It was reported by Councillor Calver that at a site meeting about planning applications regarding Celtic Haven Councillor Thompson had pointed out that there was no problem with vehicular access in Lydstep.

Mains Gas Supply to Jameston.

Councillor Calver had written to the council requesting a contribution to a scheme he had instigated with Transco for the supply of mains gas to Jameston . Councillor Minchin was concerned that the council should not be paying for gas connections for individual homes. Councillor Calver pointed out that all he was interested in was finding enough residents to agree to connect to the mains which would then enable the gas supply to be brought to the village which future residents could then tap into. As far as cost was concerned he had no influence on this as it was down to the GT (Gas Transporter ). He had been in discussion with Mr. Bill Phillips a local farmer who was prepared to enter into a way leave agreement to allow the gas main across his land which would bring down the cost of providing a mains gas supply to Jameston. Councillor Calver felt that the Manorbier Community Council should support this scheme as this offer which has major cost repercussions on the scheme might never be available again. He had informed the council that he had contacted the local MP Nicholas Ainger, Pembrokeshire County Council and other various tax payer funded bodies to provide financial support to the scheme. He outlined that would report back to the council when he had any other information. The community council decided to delay a decision to support the application financially until the January meeting.
