Community Council Meeting - 4th and 18th November 2003 Land Use Seminar held at Cresselly Cricket Club The clerk informed the meeting that the Land Use Consultants employed to carry out the survey for the WAG Government would produce only the final results not the minutes of the meeting held in Cresselly. Cutting of Hedges on the Skrinkle Estate Mr Kevin Duckett had replied to the council regarding his decision to stop cutting the boundary hedges on the estate. Councillor Calver pointed out that he had been informed that Pembrokeshire County Council had cut these hedges for at least 15years and felt that the Council was on a cost cutting exercise and wondered what we are getting for our rates. He proposed and the council accept that a letter be written back to Mr Duckett asking him to re-examine his decision on this issue. Pembrokeshire County Council could not expect residents whether they are tenants of council owned properties or residents in privately owned properties to cut back hedges that needed scaffolding to access. Informal Communication Meeting with Pembrokeshire County Council members held at the Skrinkle Centre on the 12th November 2003 Councillors Wales, Morgan and Griffiths reported back to the Council on their attendance and the subjects raised. The meeting did not seem to have any answers to the problem of storage of community council documents only that Councillor Hall had remarked that he provides a storage facility for four solicitors at his premises in Pembroke Dock but he was not offering his services. Councillor Wales informed the meeting that Pembrokeshire County Council were piloting a recycling project in Llangwm and Hakin but did not want to become involved in recycling facilities. Councillor Wales informed the meeting that Councillor Hall had assisted the development of recycling facilities in Ferry Lane for Mr Burns and that although the council had refused this development, which he had supported, the applicant had however been successful on appeal. Mr Wales also informed the council that Mr Hall had stated that Mr Burns could have pressed for the appeal costs of £40,000 but did not because he did not wish to 'rock the boat' because of possible loss of future contracts with Pembrokeshire County Council. Councillor Wales was sceptical about this as he knew Mr Bums. Councillor Wales wanted it recorded that he was dismayed at the attitude of Councillor Hall at the meeting. Jameston Safe Route to School A letter was received from Pembrokeshire County Council engineer informing the council that the estimated cost would be £249,000 to construct the path and another £250,000 to cover purchase costs etc. Councillor Wales again raised the issue regarding speed restrictions. He was told that he had been informed a police hand held speed camera was used in Jameston the previous weekend but that only four people had been caught and the police had abandoned the exercise as it was obvious that approaching drivers were being warned of the police presence. One councillor felt that the more people that are caught the better to which Councillor Wales stated he felt the same but did not want to say it. Playing Fields No reply had been received from Mr McCabe regarding the council's request to extend the lease of the playing field. Therefore there was no indication of what terms and conditions he would require or if he would be in favour of disposing of the field to the Community Council. Jameston Gas Supply Mr Richard Lacy from Transco had informed the council of the work carried out to date by the- Councillor Calver who had instigated the proposed scheme. Councillor Calver informed the meeting that he was asking the community council to support the scheme financially as he had contacted various bodies but he seemed to be going around in circles, as there did not seem to be any money for projects just salaries for officials. He informed the meeting that the main stumbling block was the charge for taking the mains supply from Manorbier to Jameston and asked fellow councillors if they were aware of any possible funding sources that could assist the project. No councillors said they were aware or could assist with any possible funding sources. He had written to the Jameston Community Association asking for their support and also that he had written to Rock Estates a local developer regarding connection but to date had not received replies. He felt that of all the possible beneficiaries the local developer would have benefited the most out of a gas supply as to provide a new house with mains gas is cheaper than replacing an existing system. If the development company had agreed to connect all their newly constructed properties to the system this would have gone nearly 50% of the way to having a mains gas supply to the village. Councillor Morgan asked Councillor Calver what he wished the Council to do to further his goal of connecting the village. Councillor Calver said he could only ask them to write to the same individuals and organisations as he had already done and support the application financially. A letter was to be sent to Nicholas Ainger, Christine Gwyther and Pembrokeshire County Council requesting any assistance that they could give. |
