Notes on the Community Council Meeting of 2nd. July 2002.
Planning Applications
A planning application by Celtic Haven Holiday Village was discussed
with concerns being raised in regard to access to the proposed
extension from both the main road entrance and the back road
to Lystep Haven entrance. Concern was also expressed in regard
to parking for the complex as there was no additional parking area being allocated for the increase in road vehicles which the proposed development would generate. Also the design of the building was not in keeping with the other visible aspects of the complex.
Councillor Meyrick declared an interest in the application and
vacated the meeting.
Clerks Wages
The clerk submitted her wages time sheet, which included time
for the period 25th June 2002.
Councillor Calver questioned the time of three hours submitted
by the clerk for this meeting held in connection with the National
Park in regard to the JUDP ( Joint Unitary Development Plan ).
He reminded the other councillors that it was public money
being spent and as the chairman, Councillor Beynon, had
declared that the formal meeting could not take place because
of the lack of councillors attending there would just be a
discussion with those present and that no minutes would be taken.
Councillor Calver felt therefore that the clerk was just
attending as a member of the parish and so no remuneration was
due. He asked for his vote against payment to be recorded .
Pembrokeshire Coast National Park Authority/Pembrokeshire
County Council Joint Unitary Plan
The main topic raised was in regard to the lack of any
provision for expansion of the recognised settlement areas
within the community. Councillor Morgan felt that with the
exception of some small-scale development in Jameston and
Lydstep, which Councillor Calver had proposed at the
meeting on the 25th June 2002. [The Councillor Calver
proposal was that the main road diverted be diverted
on its approach from Manorbier so that it reconnects
with the main road on the Tenby side of the village
thus alleviating the problem of speeding through the
village and the difficulty of access to Celtic Haven
on the ninety degree bend and with the area in between
then allocated for future housing.] Councillor Morgan agreed
with the Pembrokeshire Coast National Park that
Manorbier village had reached environmental saturation
point. The proposal by Councillor Calver which was seconded
by Councillor Minchin that an increase in the land allocated
for housing development in all the settlement areas within
the Community Council boundary was crucial for the survival
of the village communities and that it should be for
incomers and locals alike, this motion was carried and also that a letter be sent
to the National Park as a submission. Councillor Meyrick
stated that Lydstep had lost its village shop and the
only way to ensure the village survival was an increase
in population. In relation to tourism, contained in
the JUDP document, it was felt that the provision of a marina
within the coastal section of the park was crucial to
encourage a high quality tourism product to promote the
splendour of the coastline from the seaward angle.
Councillor Griffiths declared an interest but remained
seated at the meeting during the debate - no other councillors
declared any pecuniary interest.
Corner House, Jameston
The licence for the corner plot at Jameston payable for
the small area of ground at the rear of the premises was
included in the minutes of the previous meeting. Councillor
Calver questioned why this land could not be sold to the
owner of the property as, in his opinion, it was of little
use to the community. Councillors Morgan and Minchin
stated that this was common land. Councillor Morgan
then intimated that it could in future be needed in
connection with the proposed Jameston village hall development
and that it might be possible to demolish the garages
in the area. When questioned regarding where these garages might
be relocated he gave no answer.
Dangerous Roadway between Jameston and Manorbier School.
Councillor Beynon pointed out that Councillor Calver
had raised the point about the danger on this road
previously and the Community Council had contacted
Pembrokeshire County Council regarding the matter at
which point a reply was read out from the PCC regarding the
danger. Mr T Wales then pointed out that when he had
asked for a site visit to carry out a risk assessment
on the road a Mr Gobbie the County Council highways
safety officer informed him that he was unaware of
the problem. On the day of the site visit he informed
him that he had since found out that the headmistress
had expressed her concerns to the School Governors. At
this point Councillor Griffiths interrupted saying that
she did not want this said but the officer concerned
had his knuckles rapped over this statement - she
did not want this recorded. The Community Council
agreed to write to the local MP regarding this issue
after Mr Wales produced a letter from the MP supporting
his request for a speed limit on the road. Councillor
Calver also asked for a letter to be written to the
Police Authority seeking their support for a speed
restriction on the road.
