Notes on the Community Council Meeting for 18th October 2004
Councillors attending: Calver, Coleman, Cooper, Davies, Griffiths, Neads, Thompson, Tuffs and Wales.
The original date set for this meeting was 12th October 2004. Two items had been placed on the agenda for discussion.
1. To exclude member of the public from the Meeting
2. Confidential Item
At the start of the meeting County Councillor Calver asked the Chairman if he wanted him to issue the minutes of the Confidential Meeting that was held on the 2nd march 2004 and discussed and agreed at the Confidential Meeting held on the 5th of April 2004 and which had been signed by Cllr Griffiths who chaired the meeting.
Cllr Calver had been asked to copy and deliver the minutes to the other councillors for discussion at the meeting. Cllr Wales asked Cllr Calver not to distribute them to the councillors in the public session.
Cllr Calver then requested that he would appreciate the chairman reading out the request letter which had been presented to him under item 1 on the agenda before going into the confidential element of the meeting.

Dear Chairman
I would appreciate you allowing me to raise the following questions under Item 1 at the start of the meeting.
1. Why was the original date for this meeting cancelled?
2. Who was advised or consulted over the change of date?
3. Before going into confidential session ( Item 2 ) would councillors with any involvement, which could be considered as a prejudicial interest or of conflicting interest in arriving at a fair and equitable conclusion to Item 2 on the agenda, please consider any possible interest they may have and declare it now.
4. Is the council chairman 100% sure he is carrying out the correct procedure regarding Item 2.
5. Have the draft minutes from the confidential meeting held to discuss matters relating to the clerk held on 6th April 2004, when minutes from the meeting held on the 2nd of March 2004 were agreed, been brought to the meeting.

The Chairman was at first reluctant to read out the questions raised by Councillor Calver. When pressed by Councillor Calver the chairman Councillor Wales relented and gave the following answers to questions one and two.
1. He had found out due to standing orders the only place the meeting could take place was the parish hall.
2. He never consulted anyone over the date or place of the meeting.
Councillor Wales stated that he was not prepared to ask the remainder of the questions, as he did not think that councillors should declare in public their answers to the questions raised by Councillor Calver in his letter.
Councillor Calver asked for his letter to be placed with the minutes of the meeting.
At this stage Councillor Wales asked a member of the public who was in attendance at the public session of the meeting to leave. When informed by the member of the public that Councillor Wales had no right to order anyone out of the meeting until it was proposed and seconded that the council go into a confidential session giving the reason for excluding members of the public could members of the public be excluded.
This was duly proposed and seconded and voted on. The member of the public commented that all he was asking for was that matters be addressed correctly.
The rest of the meeting was confidential so no report of the discussion will be available for members of the community to consider.
