Meeting on Thursday 8th August 2002 Discussion took place on the Minutes of the meeting held on 2nd July 2002. Councillor Calver requested that the wording regarding payment for the clerks attendance at the Unitary Development Plan be altered in that his objection for payment being due to the fact that the meeting had been closed by the Chairperson, Councillor Beynon, on the grounds that insufficient Councillors were present to hold an official meeting and the clerk was therefore attending only as a member of the parish. An objection was also raised by Councillor Calver in that the minutes contained a reference by Councillor Griffiths that she had been informed by an employee of Pembrokeshire County Council that he ( Cllr Calver ) had purported to be the voice of the Community Council when discussing vehicle access to 36 Dewing Way. When Councillor Calver asked for the name of the official so that his or her version could be challenged Councillor Griffiths refused to name the official. Councillor Calver asked what she had to hide and that it was a disgrace that a County Councillor should act in this manner. Several members of the Jameston Community Association attended in regard to the village appraisal with the intention of discussing the document but this has now put of until 22nd August 2002. The WDA has agreed to supply 80% of the funding for the £5,500 cost of the appraisal. Councillor Beynon stated that Mr Alison's time would make up the rest of the cost with no financial liability on the Community Council. Councillor Calver suggested that Pembrokeshire County Council and other bodies seamed to be using Objective One funds to pay their staff and wondered how they managed before. A letter was received from the owner of 34 Dewing Avenue regarding an item raised under any other business by Councillor Griffiths at the previous meeting. Mrs Holmes stated she had fought this application from the beginning which was approximately twelve months. She had been approached by Mr John to put up £10,000 to construct a roadway in front of her property. The reason she had purchased the house was mainly because it had no road in front and her solicitor had advised her that the area of land concerned would be an amenity area for the site and would remain so. She had contacted Pembrokeshire County Council regarding the matter and was informed that this area of land was not for sale and that the tenant of number 36 had no right of access over the ground. It seamed every time she had sorted out the matter Councillor Griffiths was seen going into the house and the decision was changed. Not once had Councillor Griffiths consulted her or the residents of the estate regarding the matter of taking some of the play area for an access road. Councillor Calver raised the point that as the item had been raised under AOB at the previous meeting the item should have been placed on the agenda for this meeting as no lawful decision could have been taken. Councillor Thompson suggested that no further action should be taken on the letter and threatened to leave the meeting but did not. It was decided to write to the Tenants Association to seek their views on the proposal to construct a roadway. A planning application was received from a resident of Vicarage Fields regarding positioning of a satellite dish. Councillor Calver supported this application and proposed that a strongly worded letter be sent to the Pembrokeshire Coast National Park from the community council objecting to residents having to apply for planning permission for what was their basic right to have every modern communication facility available to them, without having to pay a planning application fee. A parent of a pupil from the local primary school informed the Community Council that the children from the school had been affected by the fumes of burning of material in the vicinity of the school recently. Councillor Thompson was aware of the burning place of the rubbish but did not pass this information on the person / persons of the Council. Comments on the proposed closing of the Castle Gate Surgery on Saturday morning in Pembroke were requested. At this point Mr Tony Wales tried to raise a point from the audience but was refused by the Chairperson Councillor Beynon on the grounds that it was a meeting of Councillors. Councillor Morgan intervened to suggest that it was the chairperson prerogative to allow a member of the public to speak but the chairperson overruled the suggestion and refused Mr Wales permission. A lengthy discussion took place on the safe routes to school scheme in regard to the campaign by Mr Tony Wales for the Jameston to Manorbier School road . Councillor Griffiths proposed that a letter be sent from the Community Council to Mr Wales, as he was responsible for generating a massive amount of correspondence regarding the road issue and which she had received copies, suggesting that as he was so concerned, he could be prepared to donate land as this would set a good example. Councillor Calver proposed it was unfair to single out one individual just because he was according to Councillor Griffiths writing to everybody from the local MP Nicholas Ainger to the Pembrokeshire County Council. For the scheme to be successful all landowners along the stretch should be contacted and it would have to be a comprehensive scheme. He was disappointed that the footpath to be constructed from the bus shelter to the school did not also include parking, which he felt would not be alleviated by the proposed works. When questioned by Councillor Calver over if the Governing Body of the School, of which Cllr Griffiths is chairman, had approached the County Councillor she stated that she was not prepared to be questioned by Councillor Calver as any answers she gave would appear on a website. On the advice of Mr Hugh James of the Pembrokeshire County Council the Manorbier Community Council will be registering under the Data Protection Act with the clerk being the named Data Controller. A letter was received from Mr Roy Thomas raising issues from the unkempt state of the village to references in the Manorbier Community Newsletter to the Duke of Edinburgh as Phil the Greek. Councillor Griffiths suggested contacting Pembrokeshire County Council regarding the village appearance. |
