Manorbier Community Council Meeting 14th December 2005
Evan more Questions arise over the analysis of Manorbier Community Council Appraisal.
Readers of the website will be very aware that the Manorbier Community Council has
received a summons from ICT Marketing alleging that the Council has failed to make
payment on the invoice which they allege is due for the work carried out by them to analyse
the returned village questionnaire documents. The community council has decided that it will defend the action and have engaged solicitors, as they had informed ICT Marketing not to proceed until the number of completed questionnaires returned level reached 60 to 65%.
ICT Marketing had informed the Council that it was seeking recompense for the work carried out and produced a signed letter of acceptance of a quotation from a D Morgan which they
allege authorised further work compiling the draft questionnaire. A police investigation
is ongoing into the duplication and or photocopying of the questionnaires which appears to
be an attempt by certain individuals to exert undue influence on the appraisal exercise.
At the Manorbier Community Council meeting on the 14th December 2005 a letter from
Mr David Morgan was reviewed. The contents cast further doubt as to how this
confirmation document came into existence. Mr Morgan had been asked for his view on
the authorisation letter and had now replied "With regards to the content of your initial letter I regret that since I have never, as far as I am currently aware, had any direct contact with anyone from ICT marketing I feel that without a complete copy of all the correspondence between your council and that company my ability to help you could be seriously curtailed". Cllr Meyrick felt that as the matter was now in the hands of the solicitor we should leave the matter rest. Cllr Calver who chaired the meeting was concerned at Cllr Meyrick suggestion and he felt that this letter
was crucial to the Council's defence in that the person who ICT Marketing alleges
authorised their work is stating that he had no direct contact with the company.
Cllr Calver proposed that a letter be written to the former councillor Mr Morgan asking him to clarify the situation and that a copy of Mr D Morgan's letter be forwarded to the solicitor. This was agreed to be done.
If Mr Morgan had not had any direct contact with ICT Marketing, then serious questions arise. Firstly who had given him the quotation to sign, and secondly how was it forwarded on to ICT Marketing? Without direct contact with ICT Marketing the question of how an aware person could place his signature onto a paper without a heading, without a date and without his position within an organisation being given. Moreover who was involved in procuring his signature and forwarding it upon his completion?

In light of his letter to the Manorbier Community Council Mr Morgan should perhaps contact the council either under his right as a local person to inspect the correspondence file or apply under the Freedom of Information Act which might enable him to assist the council further.
As the community council is at present entering into legal action it would seem logical for Mr Morgan to assist them as much as possible which could limit the amount of community council funding to be used on legal fees to resolve this matter.
Although this aspect of the appraisal is being advanced we must not forget that the other important strand of this alarming saga, the police investigation into rigging of the questionaires, is progressing slowly and it hoped that the truth will appear and that those concerned will be identified.
