Meeting on Monday 21st. October 2002
Meeting at the Hounsel Avenue, Skrinkle Estate, Manorbier on the 21st October 2002 with local WAG Member Christine Gwyther & Manorbier Community Council and residents.
Manorbier Community Council had contacted Ms Gwyther by letter in order to request her support regarding dropped road kerbs on the estate after Pembrokeshire County Council had failed to provide equal access facilities to all the properties on the estate. Ms Gwyther felt that she needed to have a first hand view of the situation, as it existed, to enable her to contact the necessary department to rectify the situation. Councillor Calver informed Ms Gwyther that the issue was quite simple all that was being asked by the residents was equal treatment throughout the estate. He then informed her that three new pedestrian access ramps had been constructed in the last week; perhaps Pembrokeshire County Council had prior knowledge of her inspection.Councillor Calver pointed out to Ms Gwyther that little thought had been put into the location of the ramps by Pembrokeshire County Council as they all seamed to have been placed on corners which was obviously a dangerous location. Local resident Mr Sawyer stated that the recently constructed ramp outside his house was poorly constructed and positioned in such a way that when he parked his car it would be unusable and if residents used it to cross the road to the path located on the other side, they would have to mount a normal high kerb on the other side. He also pointed out that the reason the other avenues had dropped kerbs provided was because fire engines and ambulances had failed to gain access during emergencies as cars were parked both sides of the road. Mr Sawyer was concerned that Councillor Griffiths had arranged for a private disability area to be marked out on one particular area on the estate for an individual resident and not for the other residents on the estate. Ms Gwyther asked if the estate roads could be widened by the removal of the grass verges. Councillor Griffiths stated this was not possible because of the services underneath. Councillor Calver pointed out that that would not stop the widening of the road but it would be a pity to lose the grass verges. Nigel Bates said the excuse given by Pembrokeshire County Council was that there was no need to provide access kerbs for Hounsel Avenue as the houses were only on one side of the road. It was pointed out to the County Councillor that some houses at Dewing Avenue had no houses opposite and Pembrokeshire County Council had provided them with dropped kerbs. Councillor Griffiths said that it was essential for the residents to have vehicular access as it was easier for owners to sell their houses and that dropped kerbs should be provided for disabled residents on Hounsel Avenue as a first step. However Councillor Calver disagreed saying funds for disabled access could be sourced from other budgets and that dropped kerbs should be provided for all the properties on the estate whether it was to enable them to sell the houses or not. Nigel Bates agreed that all properties should be treated the same. Councillor Griffiths was asked if she knew under which scheme the improvements were carried out and she informed the meeting she did not know. One member of the party informed Ms Gwyther that one house on the estate had a double entrance constructed and wondered why they should be treated differently.
Ms Gwyther`s agent who attended the meeting said that he would be forwarding
a letter of support to the relevant bodies as a matter of urgency.
