MANORBIER and DISTRICT COMMUNITY ASSOCIATION
At the Manorbier Community Council meeting on 2nd September 2003 questions were raised regarding funding and membership of the Association. The Community Council Chairman who is also chairman of the Community Association was asked by Councillor Calver how many subscription paying members it had. Councillor Morgan replied that everyone was a member of the association and that all community councillors were trustees. Councillor Calver pointed out that he was not a member, as no one forming an association, can deem another person to be a member of any association without first getting that person to agree to join the organisation concerned. Councillor Calver repeated his question to Councillor Morgan and asked him to please clarify the position regarding paid up membership of the association. At this point Councillor Griffiths intervened to say that there was no need for a membership fee as it was completely funded by the Community Council. At this stage Councillor Calver pointed out that he had obtained a copy of the Association Constitution which had written into it that all community councillors were trustees and although he was elected to the Community Council it was not a condition that he became a member and certainly not a trustee of the Community Association without his permission. Councillor Calver again pointed out to Councillor Morgan that he does not seem to realise that when a councillor is a member of an organisation he should declare an interest. The Standing Orders of the Council in fact ask the Chairman to study the Agenda prior to the meeting and ask any councillors if they have an interest to declare before the topic is discussed to prevent bias. |
